I've checked RIC IX (and RIC VIII in case it could be a mule), Hunter, Alföldi on the Festival of Isis coinage, Cohen, Toynbee on medallions, Göbl. When I first saw it, I thought it was a mule, e.g. combining a bronze obverse die with a gold reverse, but that is not the case. It's not often that you run across something totally new... The Sirmium mint closed just after Valens' elevation to the purple and did not reopen until his death, so it's reasonable that something new would be discovered.
